Our CSC Council Contract
Contracts, Arbitrations, and Agreements
Executive Director Bob Rinker Reviewed Upcoming Negotiations Over a Successor Contract with Council Members at the Union Hall in June
Contentious negotiations between our Council's Bargaining Team and former Governor M. Jodi Rell's Department of Correction representatives went to arbitration in 2007. The administration then failed to negotiate an acceptable companion cost savings agreement for correction supervisors and the arbitration award on a successor contract was received in April 2009.
Council leaders continued to press DOC management and the governor to resolve outstanding issues, and ultimately took the so-called "Rinaldo dispute" to binding interest arbitration. The decision was received in January 2010 and maintains the transfer rights of members, which will have profound and positive affect on their lives in the years ahead.
In January 2011, incoming Governor Dannel P. Malloy reached out to Connecticut's state workers for help with closing an anticipated record budget gap. Discussions between leaders of the unions in the State Employees Bargaining Agent Coalition (SEBAC) and his administration produced an agreement in July to provide cost savings and job security.
While CSC Council members turned down the agreement's extended unit contract, the unions in SEBAC ratified the package, extending health and pension benefits for all state employees through 2022. But our individual bargaining unit's August 17 vote means that correction supervisors are maintaining the contract in force through June 2012 ONLY.
With negotiations beginning soon, we need input on the priorities to bring to the table. Contract surveys have been mailed to all members at their homes, and an online version is linked below.
