Before he took the oath of office in January 2011, Governor Dannel Malloy reached out to Connecticut's state workers for help with closing an anticipated record budget gap. Months of discussions over how to achieve cost savings while preserving public services between leaders of the unions in the State Employees Bargaining Agent Coalition (SEBAC) and his administration followed.
On May 13, SEBAC leaders and the governor's representatives reached agreement on a framework for saving taxpayers money, increasing efficiencies, and maintaining vital services. The tentative agreement (TA) produced two weeks later also provides union members with four years of job security and extended protection of their benefits for another five years beyond 2017.
Negotiations on a first CSPCOA Council contract began in March, shortly after Governor Malloy publicly announced his recognition of a union voice for State Police lieutenants and captains. Conclusion of those talks is not expected for several months, but our members voted on healthcare and retirement security issues in the SEBAC TA on June 9.
When the ballots were counted, 66% of participating Council members had ratified the agreement, with:
- 23 members voting in support of the agreement; and
- 12 members voting in opposition.

With
voting results in from the SEBAC member-unions, the finall tally was:
57% of union members and 11 out of 15 member-unions supported the
tentative agreement. However, the overall results did not meet the high
threshold of the SEBAC by-laws, and the TA thereby failed to be
ratified. SEBAC leadership has continued to meet, as well as talk with
the Malloy Administration, and reached a revised tentative agreement
