In March of 2008, we won an important victory in our decade-long effort to create flexible alternate work schedules (AWS) for P-4 Council members working for the State's Department of Transportation (DOT). The neutral arbitrator's ruling on our institutional grievance found the agency violated our contract both in its blanket denials of our flex-time proposals and in effectively blocking our attempts to appeal.
The personal testimony of our members who were denied access after we successfully negotiated AWS into our contract seven years ago was critical to the arbitrator's decisions.
